ArriveCAN is optional. Do not fill it out online. Do not add the app to your phone. Do not fill out the paper version at crossing. Refuse to provide any ArriveCAN information. Your passport is ALL that is required to enter Canada. The agent cannot detain you and insist that you complete it. Take a ticket if necessary and dispute it. To date, all tickets have been dropped. 

We are dealing with an abusive government that is violating the law. Do NOT comply.
